Dear Young,

As promised at our talk on the 1st March 23.2.46. 1 enclose a copy of MacDougall's telegram giving his

proposals in regard to the Chinese members of the Executive and Legislative Councils; also of the

relevant extracts from his letter to me referred to in this telegram (No. CA 2165 of the 23rd February). 1 also enclose a copy of a telegram stating that except for Kotewall the terms of all the members of both Councils have already expired, and a note of such information as we have about two of the three Chinese proposed for the Legislative Council. We know nothing of Lee 1.U. Cheun beyond what is given in MacDougall's telegram.

M.K. Lo was a member of the Japanese sponsored Chinese Representative and Co-operative Councils. On the other hand, we have been told by Gimson and others that he resisted to the best of his ability the pressure put upon him by the Japanese, and that he was, in fact, imprisoned by them for a short period. Further, that he incurred risks by sending food parcels to both the prisoner of war and civil internment camps throughout the occupation.

As regards the legal aspect of the proposal that T.N. Chau and Lee 1.U. Cheun should
